Role of NHLoGIN Stakeholders

About NHLoGIN

Information Technology (IT) is utilized by more and more government agencies to provide services, reduce costs, and improve access to information. At any one time, most local governments are either considering, planning, or deploying IT initiatives – often, more than one project at time. But as IT uses and opportunities continually increase and evolve, so too do the challenges, costs, and options faced by local governments. Many agencies have limited or no IT staff or support, and State IT projects can introduce new costs and requirements at the local government level.

NHLoGIN seeks to fill the role of a collective voice of as well as for local government IT needs and issues. Municipalities, county governments, school districts, other local government entities, and State agencies benefit from sharing information and experiences, resulting in better uses of IT for government services while saving time and money.

Membership in NHLoGIN is open to all those involved in or working with New Hampshire local governments, including cities, towns, counties, school districts, and more. Our broad membership base includes employees from all levels of government as well as elected and appointed officials, volunteers, and vendors. Together we are an organization with a proud history of local government IT service, information sharing, advocacy, and influence.

Accomplishments

For over 12 years, NHLoGIN has helped government officials and employees from all over New Hampshire to collaborate with each other through our list serve and web site. NHLoGIN has successfully influenced changes to NH laws to require consideration and incorporation of local perspectives in State technology initiatives. Representatives of NHLoGIN have served on numerous State IT projects as stakeholders, and NHLoGIN has sponsored many technology-focused presentations at both the annual LGC/NHMA Conferences and general membership meetings.

When technology is deployed by the State at the local level, its impact extends beyond the specific end user. Often times the perspective of finance directors, managers or IT managers is invalueable to give a blended perspective of the impact on a particular initiative. As such, we are stakeholders. NHRSA 9:4-b requires that information technology plans initiated by State government identify a process for collaborative involvement of stakeholders representing other levels of government in the development, design and deployment of information technology systems that involve or impact such other political subdivisions of the State.

The initiatives identified below represent the stakeholder collaboration efforts that our membership has been or is presently involved with. NHLoGIN is always looking for qualified individuals to serve on technology initiatives. If you would care to serve, please contact any one of the Executive Board members.

Legislation
  Stakeholder Collaboration and Municipal and County Representation on Applied Technology Council
    Through a study committee requested by New Hampshire LoGIN, legislation was enacted that requires that standards and processes be developed for collaborative stakeholder involvement to assure that hardware, software, and telecommunications systems acquired or developed by the state are as compatible among themselves and with other systems of the state and political subdivisions as are necessary and practical.

  Acceptance of Credit Cards
    NH LoGIN was successful in amending this statute to allow a legislative body to authorize the municipality's treasurer or other appropriate municipal official to accept credit cards. In doing so, the municipality may add to the amount due, in addition to any penalties and interest payable, a service charge for the acceptance of the card.

  Municipal and County Representation on Information Technology Management Advisory Board
    This statute was amended to provide for representation from municipal government and a representative from county government to the New Hampshire Council on Applied Technology. The focus of the Applied Technology Council is to gather and disseminate information relative to the application of technology-based innovations, inventions, adaptations, and other uses in or by the private and public sectors in New Hampshire. Heather Anderson, Communications Director at the Town of Merrimack currently represents municipalities and Cathy Stacey, Registrar of Deeds of Hillsborough County represents the counties.

  Voting privileges for Municipal and County Representation on Information Technology Management Advisory Board
    NH LoGIN is instrumental in securing membership on the State's Information Technology Management Advisory Board for both municipal and county representation. In the 2002 Legislative session, this statute was again amended to provide voting rights for both the County and Municipal representatives. Currently Patricia Little, City Clerk of Keene, serves as the municipal representative and Frank Covello, IT Director of Rockingham County represents the counties.

  New Hampshire Telecommunications Development Advisory Board
    The Telecommunications Planning and Development Advisory Committee is charged with advising the director of Economic Development in the planning and development of a telecommunications initiative. That initiative, as a primary focus, shall include the development of a telecommunications plan to be adopted and revised regularly by the Advisory Committee. The plan shall identify existing telecommunications infrastructures that exist throughout the state; and publicize the state’s telecommunications infrastructure. In addition to the telecommunications plan, the Advisory Committee shall assist the director of Economic Development in identifying shortcomings in the deployment of telecommunications infrastructure throughout all part of the state; and work with providers of telecommunications services, educators, and municipal, county, state and other government officials to assist efforts to enhance the deployment of telecommunications services.
